This position will be responsible for all aspects of the administration and clinical operations of the Recovery and Wellness Center (RWC). This position works with the Chief Program Officer to ensure all RWC programs remain in compliance with external regulatory requirements, as well as internal policies and procedures. This position requires strong supervisory skills, business acumen with financial management skills, and in depth knowledge of Drug Medi-Cal treatment funding and new program implementation skills.

• Supervise and oversee all aspects of the RWC ensuring commitment to the agency mission demonstrated by setting departmental goals and objectives
• Evaluate existing contract compliance, monitoring and reporting to ensure all goals are being met
• Oversee program evaluation and quality assurance functions for departments, including assessment of applicable legal and professional requirements and monitoring
• Develop, plan and implement strategies to manage program growth and ensure funding and sustainability of the program; regularly review and recommend changes in program services to meet client needs
• Ensure contract compliance for departments and personnel within the departments
• Work with other members of the senior management team to ensure successful communication and coordination between all programs, and participate in strategic planning
• Supervise program managers to determine and provide the appropriate service level of care following all Interfaith and contractor protocols
• Ensure casework files are maintained accurately and completely, conducting regular case conferences and file reviews
• Provide operational statistics for the department and ensure timely and accurate data capture
• Attend Senior Management Team, Program Manager, Director's Meeting and other agency meetings as assigned
• Serve as Interfaith's liaison with other health and human service agencies, both public and private; act as an ambassador of Interfaith to the community, government agencies and others
• Ability to obtain and maintain facility licensure
• Oversee field supervision for departmental interns
• Conduct proper quality control throughout the RWC
• Oversee preparation of annual program budgets; responsible for fiscal management of budgets through the fiscal year
• Ensure compliance with program goals/objectives and reporting pursuant to grants and contracts for departmental programs; help develop metrics for program accountability and success
• Conduct regular departmental meetings
• Supervise the delivery of treatment services within the programs, which include the high level supervision of the intake, billing and documentation meets all government and contractual standards
• Review required reports for appropriate data including compliance share information with team for continual process improvement
• Responsible for recruitment, professional development, assignment of duties, approval of leave requests and expenses, performance management and personnel actions, and serving as resource for consultation and advice for support and professional staff
• Promote services and training activities in the community including presentations and consultation
• Guide the RWC in attaining the highest quality goals of the organization, forecast needs and trends, provide leadership in the continued expansion and development of services while maintaining bottom line performance and efficiency, and supervise management of multi-service facility
• Responsible for all licensure and certifications as required by staff and programs to effectively and legally conduct business operations
• All other duties as assigned by the Chief Program Officer

SUPERVISORY RESPONSIBILITIES: This position will be responsible for supervising staff within the department and programs. S/he provides daily supervision of tasks as well as direction and leadership to the team. S/he is responsible for making hiring and firing decisions, conducting performance evaluations, and identifying and promoting professional development opportunities. Identifies areas where volunteers are needed, and works with the Volunteer Coordinator in recruiting new volunteers to help further its capacity to serve clients.

• Master's Degree in Behavioral Health related field required
• 5+ years of administrative and clinical experience in a substance use disorder treatment program, behavioral health services program, or related field in an senior management role required
• Must have California Consortium of Addiction Program and Professionals (CCAPP) certification
• Master's Degree in Behavioral Health related field required
• Must be currently licensed by the State of California as Marriage Family Therapist (LMFT) or Clinical Social Worker (LCSW) or Professional Clinical Counselor (LPCC)
• 3+ years of administrative and clinical experience in a behavioral health services program or related field that specializes in Medi-CAL or Drug Medi-CAL billing, in a senior management role required

• Must have reliable transportation and possess and maintain a valid California driver's license, including proof of personal vehicle insurance coverage and insurability under the agency's insurance carrier's standards
• Must successfully pass a criminal background and exclusion/disbarment check
• Must successfully pass a pre-employment physical, tuberculosis test, and drug screen
